English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a recent survey of local authorities, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in the UK stated that 60% of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of playing fields and land to support their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of councils seeking to generate funds from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise service redesigns and using financial reserves to weather growing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in southeast England said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Local Levy Increases and Wider Fiscal Pressures

This research of councils in the coalition, which covers several urban centers, also found that over seven in ten of authorities will need to raise council taxes next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both better provisions and financial savings,” stated Vince Maple.

He added: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of regional authorities this week further found council budgets being stretched by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the most recent deprivation measures (IMD) covering English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” said the study.

“While only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The figures underscores the scale of difficulties confronting municipal officials across key cities in the coming year,” the report added.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that reflects and responds to the real levels of deprivation and demand,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the study revealed.
